Is it a rare monster like the Orc General?

im confused, the Artbook has the Hanged Man, Klein and Diamond Colony, but there is no info diamond colony even on the japanese wiki.

Are Klein and Hanged man are exclusive to the 3DS version or appear on the PC game as well?
